Asphalt plants shut down for the winter because it takes too much energy to heat the asphalt mix to the required 325 degrees, Spano said. Road crews and pavers must rely on a stockpile of "cold patch," a temporary fill that can last as little as a day in heavy traffic, to fill potholes in the winter.
The hot asphalts binds to the existing pavement and lasts longer than the cold patch.
